Aim
The aim was to ensure that the Standards reflected the requirements of a modern oil company and the key deliverables were to ensure that the content;
• Aligned with Glencore Safeoil 2 Fatal Hazard Protocols to include all mandatory requirements
• Complied with Glencore Performance Expectations
• Managed the operational risks associated with the handling of hydrocarbons
• Helped minimise or eliminate accidents and incidents which might cause injuries or fatalities
• Supported minimising of environmental impact
• Focused on critical oil asset activity
• Ensured a robust, safe, and structured approach to critical activities
There were 10 Standards in the suite
• Control of Work
• Confined Spaces and Noxious Atmospheres
• Energy Isolation
• Electrical Safety
• Emergency Response and Crisis Management
• Working at Height
• Ground Disturbance
• Mobile Equipment
• Lifting and Cranage
• Hydrocarbon Containment, Fire and Explosion
Process
The current Standards were readily available and the comparative documents Safeoil 2 Fatal Hazard Protocols, and Performance Expectations were accessed.
A mapping exercise was completed to identify and close any gaps. This included the mandatory requirements from the Glencore documents as well as gaps identified by the author from his knowledge and experience of the activities.
The main issue was that Glencore is predominately a mining company and some of the detail within the Standards clearly pointed to mining activity. This was evident in particular in the Mobile Equipment Standard where a lot of information addressed issues with vehicle movement in underground locations. Most of the other Standards also had references which clearly applied only to the mining environment.
In some cases, there was basic, critical information missing – this was particularly obvious in Energy Isolations.
The Emergency Response and Crisis Management Standard was the most challenging as the Glencore Group Standard was in the process of being rewritten and was only released for comment late in the project. However, the mapping was completed and the Standard rewritten on schedule.
Some of the Standards referenced other documents within the Glencore system which the author could not view as access was not given to the Glencore document system. However, the OMS Project Manager facilitated the flow of information and his intimate knowledge of the systems supported the project very well.
Outcome
All 10 Standards were completed and now include the mandatory requirements from the Glencore Safeoil 2 Fatal Hazard Protocols and the Glencore Performance Expectations.
The references to mining activity were removed and a number of good practices were included, which have added real value to the Standards.
All 10 standards were rewritten within schedule and were accepted and signed off by the document owner/sponsor to be adopted into the Glencore Oil system.
The project was also completed within budget and on schedule for the November/December release.
